To encourage Filipino inventors to continue developing their technological products and research, the Department of Science and Technology (DOST) invites them to take advantage of available assistance programs.

The DOST’s Technology Application and Promotion Institute (TAPI) have programs that assist inventors, from the first stages of developing a concept to its commercialization.

Yet the government cannot grant sufficient funds to commercially mass-produce a product, the fundds can to reproduce a product to try out in the market.

If the trial quantity generates repeat orders, the revenue can be used to commercialize a product.

The DOST is also concerned that local inventors are not protecting their work by registering patents for their inventions. There are plans to introduce students to the patent system.

Under the DOST, the Invent School Program encourages students to invent things. They will also be made aware of intellectual property rights, helping them maintain a monopoly in the commercialization on the product of their intelligence.

According to the Intellectual Property Office – Philippines, out of the 5,000 patent applications they received for the year, just three to five percent are local Filipino invention patent applications.

Investments in research and development in the country are low. One of the reasons for this is that research is done in academic institutions and inventions do not find their way into the patent system because the aim is to publish findings in a scientific journal.

Once the research is published, the invention is not protected by patents. The country is very behind in its neighbors in statistics of local inventions despite the fact that the Filipinos are not inferior in ability to generate innovation.
